We have 50 pages of an outline for web streaming TV series with characters. Needs a lot more work and more depth added to each character.
Setting is in luxury high-rise apartment building in downtown Chicago.
One of characters (tenant) is a highly skilled & very talented and charming IT tec student. His ability of hacking into the network of the apartment building and its intercom on each apartment , buildings video feed etc, learns what makes each tenant tic in the building including its staff.

I think you could overcome the creep factor and increase the comedy, if you make your protagonist try to help out anonymously, where he perceives problems or needs. And doing a poor job at it. Sort of a stalker philanthropist.
