could you use say photshop or adobe software to make a comic book?? or would it be best to have an illustrator do the drawings.?

I would say photoshop all the way. It's a powerful tool that lets you create pretty much anything in any style you want. But for linework illustrator is a great way to go (I haven't tried Manga Studio but heard great things as well).
Manga studio is great. Mostly used for inking or outlines but most comics are colored with Photoshop. There are a ton of tutorials on youtube. Both are done with a Wacom tablet.
