For big-budget studio films, Louisiana is currently a great choice. But for small or microbudget films, it's much less attractive. Why? Because to maximize those tax incentives, independent filmmakers need to hire a well-connected Louisiana PSC (production services company) to help them hire experienced local crew people. But the problem is that there aren't enough qualified crew people available in Louisiana, and the best ones have already been snapped up by the studios for their megabudget projects, along with the best PSCs. So an independent filmmaker has only left-overs to hire when staffing crew, people who have little to no experience.
