Nollywood filmmakers are completely unregulated and not subject to American unions, so it's a different ballgame. India is the same. Only on large international co-productions using name actors are these filmmakers required to be signatory to unions. Of course, you can do non-union cheapies in the States, too. But as you move up the budget ladder there's no way to avoid them.
