I like what Randy Thom said in "Writing for Sound" chapter, regarding the steel mill:
"The place can therefore become a character, and have its own voice, with a range of "emotions" and "moods."
And also this connection in the character's mind:
"Maybe as our guy daydreams about his childhood, the rhythmic clank of a metal shear in the mill changes into the click clack of the railroad car taking him back to his home town. "
I also like the idea of linking sound design to camera movement, lens type...
Maybe we should give more attention to sound design.
Perhaps some of the people who made movies in the past 20 years took in consideration Randy Thom's advice or this article (it looks like he wrote it in 1999) and maybe their movies were improved thanks to him.
