Renee is correct. I've been blessed to get my work in front of Studios but only with representation. Without it, you're pretty much dead in the water. So you may want to connect with a producer that works in the animation field and send them a query. However, Renee is also right about checking on rights issues for this cartoon. Without them, you're pretty much dead in the water. You cannot use copyrighted material without permission, unless it's old enough to be part of the public domain. And a cartoon from the 90s would not meet that criteria.

Thanks so much everyone! So My first step would be to find representation or a contact within the studio? I don't want to do this independently. I want to approach the studio that holds the rights to the cartoon with the full seasons already written. Sell them the whole package all at once.

be a waste of your energy and Time to write a full season of episodes for a cartoon show, or any tv show & movie you don't own.

Write your own original show, make a boatload of $$$ for your team of partners. Then you can pick and choose whatever you want to reboot.

Definitely listen to Renee and make sure you have the legal rights to the project (or at least know who owns them).

Outside of that, one way to get an 'in' is going to conferences, specifically animation conferences. TAC, Kidscreen and MIPCOM are three off the top of my head. Downside is that they're incredibly expensive to attend.
