Post-Production : I need some education! by Diane Lansing

Hi Special effectes wizards! I am pitching an idea for a PSA for Women in Film Tuesday night and have a question. I envisioned some special effects in our spot and wondered what the cost might be. The visual we are looking for is a woman on screen with V.O. There are words surrounding her that we would like her to pull off her bandana and begin wiping the words away. Also for some of the tattoo's she has to be pulled off screen. I have the visual but not the expertise. Any help out there? Cost? It doesn't seem too difficult but perhaps I'm over reaching.
