Looking for General Liability Insurance Advice for a Documentary Shoot

Hello All! Looking for a little bit of advice on general liability insurance. I am working on a full-length documentary in Missouri. The shoot date was supposed to be today and tomorrow but at the last moment there was a snag with the insurance. In order to film on location the State of Missouri calls for: "The certificate shall indicate that the policy carries an endorsement which names the State of Missouri and its officials, agents and employees as additional insureds." The underwriters at my insurance company (Hiscox) refused to add this (even tho I got the same thing from them last year no problem. They are now my former insurance provider. :) I called so many places but nobody wants to add them. Hiscox reps seem to know the rules they go by... Just not the reasoning behind such rules. The shoot was to start at 9am and go through 6am tomorrow. I am independent and the funding for all this is coming out of my pocket.... Hiscox ran about $30/month which has been a great deal. I have never had any claims. Does anyone have any suggestions for insurance etc? How do others do this? Thanks in advance for any help you can offer! The shoot date needs to be rescheduled so I am just trying to be prepared for next time. :) Thanks! Wade
