Is there a finished screenplay? There are two times you pitch something: 1) When a producer has read a bunch of screenplays by you, love your writing, and invite you in to pitch ideas because they plan on hiring you as a writer based on the great screenplays of yours they have read. 2) When you are trying to get a producer to read a finished, polished, awesome screenplay in the first place. If you have a finished screenplay (and it is polished and awesome and people who hate you and want you to fail love the screenplay): Research. Find the companies that have made similar financially successful projects in the past and target them.

Adding to what William Martell has already stated, in TV, your strategy is rooted in which networks are genuinely likely homes for your project. We all have to be honest with ourselves here; HBO isn't going to bid on every single new project, right? For example, the OP has a Cold War drama series. He can most likely rule out FX, because they already have their Cold War drama series (The Americans). Who are the most likely buyers for your show and its target audience? Maybe Cinemax is a viable buyer due to XYZ reasons. Which producers have a great track record at Cinemax? Which producers have a deal at HBO, which owns Cinemax? Which producers have brand value in your space (e.g. "From the creators of XYZ, comes XYZ...")? Which of those producers can you reach? If you can't reach any of those producers yet, then where should you start? Possibly the traditional way - win some contests, query managers/agents, try to use your personal network to meet someone who can help you, etc.
