Washington, a DSO/drug runner/respected community leader/gangster, through his long standing criminal affiliations along with Jeffers are raking in gobs of cash illegally. Many of the DSOs couldn’t care less about rehabilitating minors who’ve committed heinous crimes. Ever heard of a 13 year old murderer sentenced to a 150 years to life? Board of Supervisors Lindsay Harte (in the wake of minor Crayton killing himself after being gang raped) begins investigating the madness of Palmer Juvenile Hall, but with so many probation staff all the way up to elected officials on the take at the expense of incarcerated minors, just how deep will she dig to uncover the truth? One thing’s for sure, straight arrow, old school DSO J.T. Meriwether has had enough of DSOs fucking hoes in the breezeway while other staffers get high, peddle flesh, drug traffic and illegally pad their salaries all at the expense of kids trapped in the system. But when his mentor, old school veteran DSO Supervisor, Leonard Malone dies suspiciously of a gunshot wound to the head, he wages war on Unit L/M to expose the truth: Locking up kids is big business.
