The best place? Write a stack of screenplays. Query Managers and Production Companies. Work at making contacts. Keep writing screenplays while doing all of this.
Listen to William, he knows what he's talking about. It's all about connections. You might consider doing some pitches via this site or others (I've had great luck with Virtual pitchfest). Keep in mind, it's highly unlikely that any spec script you write is going to get sold. But if someone likes your writing, they might be willing to start a conversation with you and consider you for open writing assignments that might come up.
When you talk of a screenwriting job, it sounds as though you're looking for a more typical 9-5 sort of position with full employee benefits. If that's the case, then you're looking for a staff writer slot almost always in the TV industry (been there, done that) - it's a hard job. I think the best job markets for you would be wherever there is a high concentration of TV production - New York or L.A. There are other but smaller areas. Good luck in your search.

Agreed! Great advice! Always keep writing. They might not be interested in a specific screenplay, but they might like your style and skill.
