A feature, at a budget less than an ultra-low budget short film? Not likely to happen with producers who have completed work.
I'm assuming you'd be producing your film overseas, where shooting costs are considerably lower than here in the States. Unfortunately, Kampala is not known as a film production center. Instead, I'd suggest checking video stores near you for films written, produced, and directed by filmmakers from Nigeria or South Africa, the countries nearest you with vibrant film communities, and discovering film producers willing to be of service in your project.
