I often find good help on odesk,com. You can search using a variety of filters like price, location, etc. You can look at the artists' portfolios, view other hiring managers' comments about their work and talk to them on skype before you hire them. I've had some great experiences and some not so great, but I keep learning and having better and better experiences with each new project. I've been able to grow my busines with help from odeskers.
