Some Quick Tips

So normally i have a basic outline and idea of a story, i want to start writing it, but i always get stuck when i need to develop everything, i mean how can you get the movie going along without writing scenes that feel like they are there to fill time? or whats happening to me right now, i have something written which i love but I'm having a hard time getting it from where i am to where i want to eventually end up. Or any writing tips in particular to help me see this from a different view.

Adrian, every scene in a screenplay should be there to show character and/or push the story forward. If your scenes do none of this, you have a problem. Try watching movies in a similar genre to see how they do it.

Thats a problem that i see with a lot of film of the horror science fiction action genre, and im writing a science fiction action horror, and yes i try to develop every character whenever i have a chance but the hard part is leaving no plot holes, its an action movie and im even counting the bullets they fire and from what kind of gun they fire. But i will approach it the way you said it

Don't count the bullets. Write an outline/treatment for your story and filling in the plot holes will become easy, because you will see them.
