In a city where poverty is weaponized for profit, a corrupt mayor and a wealthy developer conspire with a local gangster to suppress property values until a lucrative gentrification scheme can be triggered. As dirty cops protect this manufactured decay, a lone honest detective must peel back the layers of a sprawling conspiracy orchestrated by a hidden mastermind.

SYNOPSIS:

On paper, the City of Newark, which sits on the Hudson River directly across from downtown Manhattan, should be some of the most valuable real estate in the entire United States, but the reality could not be further from the truth. Whoever changes that fact will gain both unmatched public glory and tremendous private wealth, no matter their intentions and regardless of who ends up benefiting and who ends up on the outside looking in.
