If you are talking about something similar Terry Gilliam style animation, there are rules involving using copyright protected photos. You are free to use copyright free or personal photos however you want.
Yeah but what if I got a photo off the internet of say a wolf or lion, then used a app that turns it to animation after that just added some extra points to it would that be in breach of copyright. Basically I can’t draw or nor can I afford an artist to do my storyboard
If you are only animating the photo and have not distorted it you would be possibly infringing. If you are using it as an editorial piece or meme you may have some leeway, and if you are not trying to make money off of it, you might get left alone. These would be questions to ask a lawyer.
Look on some public domain phot sites for something similar, or get permission from the copyright holder.
