Filmmaking / Directing : Reality web series by Brian McAndrew

How do you develop a ten minute, seven episodic reality web series featuring a popular soap opera actress (she's 22) and her boyfriend (he's 26)? I have no means to finance this. I would just like to know what the process would be and is there a precise way to do it? Like making the video pitch presentation and then see if the people would do it.
