It’s as simple as walking in a bar and asking as I did in Huntington Beach a half-block from the ocean. If necessary, offer to shoot during off-hours or late night. Assure the manager you’re responsible and can give references if needed.
As their bar would be featured in the film, marketing it as a trade of space usage for credit/feature to audiences would be the focus of your approach. No cost for using the location for you and no cost advertising for them! All in the packaging ;)
