After the operation goes awry, the CIA takes note of Fisher's ability to successfully disrupt the shipment and extract information regarding the pipeline's destination, without any reinforcements. Fisher is approached by the CIA and assigned to the "Special Activities Division," where he will spend the next few years uncovering Noriega's whereabouts and eliminate the drug-trafficking ring.
