Writer It is 1983 and twenty-years before the formation of "Third Echelon," a young Naval Graduate named Sam Fisher, is stationed in West Germany. It is there that he assists with a raid on a suspected drug-trafficking ring, operated by the notorious Manuel Noriega. After the operation goes awry, the CIA takes note of Fisher's ability to successfully disrupt the shipment and extract information regarding the pipeline's destination, without any reinforcements. Fisher is approached by the CIA and assigned to the "Special Activities Division," where he will spend the next few years uncovering Noriega's whereabouts and eliminate the drug-trafficking ring. Operation Phoenix is a non-profit fan-series intended to celebrate the "Splinter Cell" franchise and is in no way affiliated with Tom Clancy or Ubisoft. Written by Bryan Edwards
