While there are prerequisites for higher classifications, its not difficult at an industry entry level. Call the nearest office and ask. Locals are based on different jobs in the industry so Grips, electricians, Camera etc all have their own locals. If you are looking for the camera local is is Local 600, the International Cinematographers Guild. This is their page on the subject, https://www.cameraguild.com/aboutus/how-to-join.aspx
The locals have different admission requirements. In any case you do not " join the union" you jump through the hoops with Trust Services , an independent body that vetts your hours and eligibility. Local 80 and 728 ( Grip and Electric respectively ) are exceedingly hard to join. Part of it has to do with how many members are working... and now it's pretty bleak.
