Depends on the band. You can try unsigned.com and contact unsigned artists for cheaper music rights.

They are signed with SONY Japan so the likelihood of cheap is out the window. You can try contacting them on their facebook or on their official page. Eventually though you will have to go through their agents and SONY to make any deal on rights.
