Question about manager

I sent my first query to a manager today. I pitched a pilot that I have written, but I have a question. I know that managers help screenwriters develop their careers. It goes far beyond trying to sell material. I find myself gravitating toward the subject of mental illness in my work. Do managers often take into consideration great ideas that are not yet complete when they consider clients? I'm not talking about someone going to a manager and saying. "I've not written anything, but I have this great idea. Will you take me on as a client?" I'm talking about someone who has had some writing success telling a manager, "Hey this is what I am pitching to you, but to show you I am not a one and done writer," I want to show you some of my other work. I also have a great idea I want to share with you." This is a roundabout way of asking the question, but I can't think of a better way to say it.
