Anything Goes : Fair use question by Christian Smooth

I'm working on an episode of my Web Series, and I'm interested in using a small autopsy clip from a Mondo film called Faces of Death. For a flash back scene. What are the fair use laws for using documentary footage. Does the general 15 second rule still apply?
