You can also do a search find out what agency is in your area and ask them about submissions if they accept submissions then got there directions on there submission process. So, there is some research involved. However, the end result is awesome and the knowledge that you gain is priceless.
From my perspective, it really depends on the talent's niche/type, credits, market profile, location, etc. There's no "one size fits all" answer.
