Depends on what you're looking for. I always scout out the ones with free feedback, even if they don't offer any kind of cash prize. That being said, I also try to avoid the ones that don't give any more to winners than a mention on their website.
Nashville is a good smaller one. I also like all the Screencraft contests but they aren't so small anymore. And there are contests here through Happy Writers. If you look on filmfreeway there are tons of contests, big and small.
The best advice - Save the money and keep it under your mattress. Good advice - spend it on your family. Advice - go to Las Vegas or buy the lottery. If you're crazy and feel lucky at the same time go into your own production. At least you will have something to show your friends and family and to remember. it's always better than looking at the notes or judges feedbacks. Your call.
I suggest you try three contests, the largest, Nicholl, one of the screenwriting program contests, and a small local contest that has fewer than 100 entries.

Filmfreeway.com. Look for the ones endorsed by IMDB or other reputable writing sites, also read reviews of the festivals.
