Carol - the answer is both yes and no. If your intention is to enter the US market via Hollywood; then the answer is yes. A Hollywood Agent earns a living by selling scripts; basically they need you more than you need them. If you're looking to enter the US Indie world - then no - or at least not so much. There are all manor of Pitch Fests scattered around the US that allow you to pitch/sell your own script directly. I know nothing about your market.
I would forego Hollywood all together. Look at how many good movies they produce? Exactly. You don't need anyone to greenlight you, greenlight yourself. Collaborate with like minded indie filmmakers to tell your own stories and self distribute. Many are doing exactly this.
Do diligent research on any potential agent or producer, choose one that is most relevant to your project. Agents are all about the sell. Managers have more of a personal interest in their clients careers overall and their more accessible. Land a reputable lit managent co, and you'll find an agent, if necessary.
I thought Hong Kong offered one of the most viable production environments of modern day cinema.
Are you aware of InkTip.com? And screenplay competitions? And billboards on Sunset Blvd... just kidding!
No. But for the establishment, having an agent means that the agent has read your stuff and deemed you worthwhile to represent. Inktip.com is good.

W Keith Sewell. Yes there's a lot going here in Hong kong. But I prefer American cinema.
