Anyone here have any knowledge on what it takes to produce a show concept from another country, lets say Canada or India and produce an american version of it? Does that require buying out the licensing of the show? Bringing on the Showrunners from the other country?... And if so, Do you think it is less expensive to buy out the show license and produce it in America? Or just create a show loosely based from the concept? Any thoughts on this would help greatly!

You need to get the rights.

Make an offer. Then hire people to produce for U.S. market. Then sell the show to a 3rd party buyer. Study “House of Cards” , originally a Brit show.

It's not whether it's more expensive; it's whether the show did well in that country. BBC's marketing strategy for the past 10 years was reformatting their already hit shows in the UK for the American audience. They already knew what worked. Chance are, though, these winning shows are indeed going to carry a heavier license fee. A U.S show runner, not a foreign or former one, is better suited for reformatting here, as they better know the North American and Canadian audiences.
