For one thing, you can't join until you qualify by making a WGA sanctioned sale, and after that, you have to join if you want to keep working, like it or not.
So sell a script, and then we'll talk.
Unless you want to write for micro budget indies, in which case you can do whatever you want, except get paid.

Health coverage, pension plan, residual checks. Screenwriting is basically a paycheck to paycheck freelance gig.
...and your residual checks get smaller, smaller and smaller over time.
