It's a bit of a deep dive to learn, but Unreal Engine paired with IClone is extremely solid and allows for any scenario you can dream up. The issue I've found with some of the out of the box options like Frame Forge etc is that they seem to work really well when you just need to block people in a house, but if you want to put them in a car/submarine/tank/crawling through pipes or some other unusual situation, it doesn't really allow for it.
Other than that, hand drawn boards, cut into an editing timeline with scratch audio is great for timing purposes and getting a first look at the story in a visual form.
