Hi Prema, just curious, your objections?
Actually, I had no idea who Bob Ross was, but the title of your post, "Sex, Deceit, and Scandal" turned me off. More of the same dark agendas. Now, I looked at what he is really about and it is very intriguing.
I stopped watching TV a long time ago, so I missed the painting shows. I have been an artist all my life, without any technique or finesse, so this video on Bill Alexander was revelatory.
The protagonist in my animated/live action musical screenplay, The MicroCosmic Cartoon Show, is a brilliant young artist.

You're sort of justified too because the only thing more interesting than the obligatory salacious treatment of a biopic like this would be the obligatory countersuit to it as well :-)) .
Re: Bob Ross's hairstyle — yeah but what if he put a hair pick in it?
Too bad he chose it and was stuck with it for the rest of his life.
I, on the other hand, was stuck with it naturally and had to straighten it. It took until the 70s when 'fros became popular and I could relax. I still have curly hair but, at least, I can style it now.

Facetiously, I would like to make it, but then again I'd like to make a lot of stuff I know would likely fail. I wish there was an entertainment-industry insurance product much like a completion bond but optimized for script development — I know this is far-fetched but that's the kind of confidence and insurance I need at my age to embark on a speculative script like this or any other development project for that matter — and I'll admit I'm already among the most unqualified prospects you'll find here for consideration as creative talent. So did I sell anybody yet?
