CIA Admiral O'Donnell dispatches agent John McAllon to Somalia to dismantle a major pirate operation and seize their offshore accounts. McAllon completes the mission and calls for extraction—but instead, an unmarked helicopter opens fire on him. He narrowly escapes into a lagoon, takes down the helicopter, and crosses into Kenya, making his way to Nairobi.

While flying from Nairobi to Istanbul, McAllon dies from a lethal gas attack. With his death, the location of the offshore accounts is lost. The mission's failure puts Admiral O'Donnell’s career at risk—but more importantly, he loses access to the offshore funds he had planned to appropriate for himself. Desperate, O'Donnell turns to an experimental science: wave genetics.

Using CIA databases, O'Donnell’s proxy, Captain Riley, finds Steve West—a man of similar age and appearance to McAllon. The CIA lures the unsuspecting Steve in and subjects him to a cutting-edge, non-surgical genetic procedure.

The transformation is a success: Steve is genetically coded to become Jon McAllon. However, a glitch during the process causes instability. As "John," Steve recovers the offshore data and transmits it to O'Donnell. But before he can be eliminated, Riley reverts Steve to his original identity, intending to kill him. Unexpectedly, former Somali pirates—also hunting the money—intervene. They ambush Riley and kidnap Steve.

Steve regains consciousness under torture. Due to the glitch, he uncontrollably switches between his own identity and that of John. Channeling John’s skills, he escapes captivity and defeats his pursuers.

Seeking answers, Steve—as John—contacts John’s former girlfriend, CIA investigator Roberta Rios. Roberta flies to Nairobi, only to find herself and Steve/John hunted by O'Donnell’s assassins. Together, they embark on a dangerous survival marathon and barely manage to escape to the United States.

Roberta tracks down the scientist responsible for Steve’s genetic coding and demands he reverses the procedure. The reversal has an unexpected outcome: Steve now retains the full memory, knowledge, and skills of both himself and John.

As Steve and Roberta dig deeper, they discover that John’s murder was orchestrated by the Ukrainian Maritime Minister—an accomplice of O'Donnell. With help from Ukrainian intelligence and Interpol, they expose the minister and link O'Donnell to the plot. Cornered, O'Donnell activates his final plan - to spark a military conflict with Russia by blowing up a nuclear reactor.

Meanwhile, the captured minister offers information in exchange for a reduced sentence—details that trigger Steve’s inherited memories of John’s last mission. Realizing the target is a nuclear plant, Steve rushes to stop the impending disaster, unaware that O'Donnell's agents are guarding the site to ensure the plan ignites World War III.
