Diversity, ability, or a third choice: "Track record of distinguished public service trumps diversity or ability"? I envision the peoples' representatives in a more spiritually evolved system as having earned their way to any seat of power/legislative responsibility/government oversight by proving themselves not only of sufficient experience, but above all, character-worthy. My utopia would include mandatory universal suffrage with extra votes earned by the most distinguished public servants.
