You have a cool premise. I want to know what the cost is. I can't help thinking of a new logline for it:
The sun died out years ago leaving people adapting to the cold. Now the cold is coming to an end, and freezing is about to begin, a costly solution is chosen.

thanks for the rating and the comment, the logline you wrote is making me rethink it. ill be honest i've not really thought my logline through its just a type of cold opening that I wrote first , the cost I guess is the end of all life.
