Pick up the phone, use email, if you have a special actor you are after google there name, agent is given.

If you subscribe to IMDBpro you get contact info for most actors. If both an agent and manager are listed, contact the manager first. Agents are usually more money-oriented, while managers are more career-oriented.

Living in the EU its much easier to deal with agents. The listen and send project to their clients, but in many instances you are also given there personal address for you to handle script personally. In dealing with US agents be prepared for an onslaught of quick Q & A. Many ask what are you willing to pay before they even request your script. etc.

Its that type of answer that raises the actors fee. An agent for a "B" actor would raise his fee if he can get it from someone like you.
Rene you do not get the point - since I would not know what the going rate is, it would be stupid to make an offer because like you said it might be more then justified I would have a figure to work with
If you have a performer in mind for your film research what he or she received in past films. If the were recipients of an award the fee rises, etc. Here in the EU things work differently then in US.
