I answered a paid subscription screenwriting site ad where a "verified producer" asked for loglines/scripts. He wrote that my work was promising but "(if) we are to develop and produce your project, it will require some financial commitment from you because I can't shoulder all the expenses alone. It'll be a shared burden, you'll be looking at committing $4,400 and I'll cover the rest of the cost for the development phase. Production guaranteed. “ I declined. Complaints led to his banning. This is a first for me. Is this a one off? Have others paid and had their script produced?

This is a one off... nobody pays a producer, it's the other way around.
This dork asking for money is just trying to scam the gullible.

You did the right thing declining, Michael Volpe. Writers paying to have their scripts produced is ridiculous.

This does not sound legitimate, always do your due diligence before engaging in a creative collaboration.

I had a producer ask for up front money. I thought that they took a percentage of the profits to sell the script. Writer's spent their time and effort to write. Their contribution should be enough.

I have twice reported scammers to admin. Better write in such a way that one can produce oneself as a no-budget movie.
