Its a shorthand for Middle East and North Africa. Similar ones in contracts are Benelux (Belgium, Netherlands and Luxembourg) and CIS/Commonwealth of Independent States (Baltic states, some smaller former Eastern Block countries and sometimes includs Russia).

That's correct. The manager is looking for writers from all backgrounds but does have a specific interest in reading writers from the Middle East and Northern Africa.
