As a start off writer, having created what I believe is my first piece of art and project pilot for a t.v show. Who is the best person to ask for a review on here?
Stage32 is a community of artists for artists. If you post the title, genre and logline and ask for feedback several people may respond. I write action and sci-fi, so if a new writer asks for a read and I have time, I do. I have a few contest wins under my belt so I feel I can help someone just starting. Just be kind and courteous when you get feedback and people will continue to help you.
What Anthony said. But also, I would add...Everyone on this platform is looking to accomplish something. Everyone has goals. So ask yourself what value can you bring to someone so that they might be inspired or motivated to help you? This is a relationship business. Be selfless, give before you ask, bring value at all times.
Lots of good comments so far, I would add, look for help from writers who deal with your same genre/type, I.e. I write feature drama so wouldn’t know where to start reviewing sci-fi TV scripts...good luck! :)

Write another one. Rarely do you ever sell, option or get your first script produced. Don't worry about reviews. It is just to early.
Put it away and write your next one. It was a practice script.
