From what I've seen and read, if your writing is good enough, an agent will find you. Enter the best screenplay contests, shoot a short based on your feature, share your work with others and get them excited about it. Trust me, there's no magic bullet to a screenwriting career.
I do; there are plenty of boutique WGA signatory Agents prowling for new voices. All you need is one sample script and a believer that you got potential to write for a living. Doesn’t cost you a penny to sign.
So basically if you think you need reps, you’re chasing big paychecks. Not necessary selling specs; you’re ready to tackle staff jobs and write other people’s ideas.
But this rep thing is corporate industry. Working for Suits. Union affiliations.
Google Tracking Board’s 2019 annual Hot List. released yesterday. Who who’s of new and seasoned writers breaking into America/Hollywood Film & tv Industry.
I got an agent. I am sure there are other ways to get one but I got mine by calling the different agencies until I found one that wanted to rep me. Boutique WGA signatory Agents are more apt to look at your work.
I don't have an agent, but I do have 19 produced scripts and many more sales and assignments where I was paid but they weren't made. Agents negotiate deals, so if you have a deal on the table you can probably get an agent.

I think you need to turn the question around - How do you make yourself visible to Agents?
