Requirement for ready script is not seen at all but many want to appoint screenwriter to work on their ideas. What will happen to writer's own , his hard efforts he had taken and so many hours he had spent on developing his idea.

I believe it depends on the deal given to the original writer. I think you can go to the WGA website and see what credits mean. Like when does a writer get "Written By" credit and when does a writer get "Story By" credit. Once the studio buys it's not yours anymore.

Does this mean, now a days writers work like doing a government job if appointed. Going to the office on stipulated time and coming back . No scope for writers own creativity. How writer should believe in his own work and continue to work on it when nobody will see it?

In some cases yes. There are a number of writers in Hollywood that are hired to "fix" a script that has a good concept, but needs more work. No script is ever filmed as it is written. As somebody has already said, there are numerous reasons why a script gets revised. Sometimes the nature of the script is completely changed, so that much of what was originally there is gone. This does happen. This actually happened to the original writer of "An American Werewolf in Paris". The only thing that remained on the page was the core concept, everything else, and I do mean everything else was changed. No writer wants this to happen. In this day of age, though, there are many ways to get what you created out there. You can novelize your script and self publish it. You can hire an artist or if you are an artist, create a graphic novel. The list goes on.

Vivek Vijay Natu it has always been that way. 90% of screenwriter income is from writing on assignment, not selling scripts. Credits depend on the percentage of the final script. So, many writers can work for years and not show up in IMDB. When a script goes into development, many people can work on it and they might not make it to the final draft due to all the changes.
