it depends on the story and your vision on what is best suitable for the story.
animated will cost you a lot even with freelance artist unless you know few Artist who are willing to help you. live action can be cheaper if there are no major vfx shots.

Congrats! The market probably dictates the form to use. Unless you are particularly a fan of one style - then definitely go with that!

I have done a lot of no-budget filming, largely with actors, but also with dolls. I moved the dolls with sticks and strings in front of a greenscreen.
Both alternatives will take about the same time and cost about the same.
But while it is an administrative nightmare to film with actors, you will have more technical problems if you film dolls.
