For a new screenwriter with a well-written/saleable screenplay, how does one go about getting a quality referral that might lead to representation? I know it's a question filled with vague assumptions and unrealistic expectations, but I think it's a valid topic to inquire about.

To meet people who might serve as referrals for you, it functions basically the same way as all friendships. You meet them, bond over something, form a relationship, and they're willing to vouch for you once they get to know you. To meet people like this in the film industry, there are plenty of places you can go where you can meet a lot of people in one place, such as film festivals, networking events, meetups, film screenings, mixers and the like. Over the years, I've made lots of friends and connections at such events and it all starts with just becoming pals with people. Then connecting with them regularly every other month or so. Just look for events in your area and get boots on the ground. Don't expect anything, except to go share your love of film and TV

For a new screenwriter, if it's your first script, then likely you dont have a saleable screenplay yet. and are not ready for representation. you will need at least 2 great samples to get signed 90% of the time. get professional feedback, do rewrites, make sure its ready. then get on that next one while you start creating your network.
Pat Alexander sounds like a plan, but it must involve spending money to travel to events just to have a chance to meet people who may or may not have the necessary connections. With a FT day job this becomes challenging.

Hey Tuvan Uner look for events/meetups/screenings on nights and weekends in your area. If there's a big city nearby, I'm sure they host an annual film festival, which would be great to check out. Also, see if you can get involved as a volunteer or paid worker for the fest. Working at fests is a great avenue I found to meet people, having spent weekends down in Newport Beach (90 mins south from me) and up in Mammoth Lakes (a few hours north of me) working festivals, where I easily 10x'd my network and got to get exposed to all sorts of new and interesting films!
