A newly formed federal interdepartmental task force is created to investigate crimes that fall between agencies; their first case surrounds the suspicious deaths of Navy soldiers. This is the beginning of the team being pulled into dangerous grey zones of corruption, political pressures, and interagency sabotage that threatens to shut the unit down before it ever finds the truth.
