Those without the mark are known as Outlanders and they rely on a bartering system of credits in order to receive goods. Mr. Blue controls the population with FEAR, OBEDIENCE and HOPE propaganda, his special covert cell known as Super 13; comprised of highly trained and lethal female assassins and his experimental Blue Soldier army.
