Elizabeth, I think you can to any festival of your choice through stage 32. I have come across thing on the website; just continue to search for a definitive answer, as you said. I know you get one very soon.

Many (perhaps most) festivals require that a film submission not be available anywhere online other than submission platforms. Oscar qualifying rules indicate that no more than 10% of the short can be online... so nothing more than a trailer.
