It certainly is, but it's too vague to be a logline. As Peter inferred, who is the protagonist, what are their actions, their goal and the antagonistic forces opposing it?
With room for variance, the logline basics: When [INCITING INCIDENT] happens, [PROTAGONIST] decides [TO DO ACTION] against [ANTAGONIST].
