When a racially charged LAPD shooting sparks protests and nationwide outrage, the FBI dispatches Special Agent Kevin Lee, a disciplined, by-the-book investigator determined to uncover the truth without inflaming tensions further. Official reports point to a tragic but justified use of force by Officers Brett Taylor and Tom Wilson, yet inconsistencies in the evidence raise red flags Kevin can’t ignore.
Meanwhile, Victor Powers, a disgraced former LAPD officer and self-proclaimed conspiracy theorist, is convinced the shooting is part of something far darker. Haunted by his past and alienated from the department he once served, Victor launches a one-man, vigilante war against his former brothers in blue—putting him on a violent collision course with Kevin and the FBI.
As Kevin and Victor independently follow the trail, they uncover a chilling truth: Taylor and Wilson are operatives within a clandestine terrorist cell embedded inside the LAPD. The cell answers to the Brotherhood of Vengeance and Vindication, an extremist organization led by Mustafa Al Aziz and Abisha, terrorists posing as international businessmen.
Under the guise of a hostile corporate takeover, Al Aziz and Abisha infiltrate the U.S. by targeting Black Shield, a powerful defense contractor. Their plan escalates when they seize control of Black Shield Tower, taking hostage a presidential candidate Senator Blake Ford, Los Angeles Mayor Edward Gates, Police Chief Larry Briggs, and a bus full of schoolchildren on a field trip—including Victor’s estranged wife and children.
Forced to put aside their mistrust, Kevin and Victor form an uneasy alliance, combining federal precision with street-level brutality. As the Brotherhood threatens mass execution and prepares to detonate a bomb capable of destroying downtown Los Angeles, the clock ticks toward catastrophe.
In a city divided by fear, politics, and race, Kevin must decide how far he’s willing to bend the rules to save millions, while Victor faces the ultimate test of redemption—choosing between vengeance and justice.
