Now, as superhero The Loris, he fights crime in Steam City and an increasingly fascist police department led by Commissioner Osman Gearlap, who is determined to grab total power. In an effort to topple him, Gary creates Captain Manic to reign crime from every corner and building. What ensues is a final confrontation that asks who are the good guys, the bad guys and superheroes.
