I'm not sure if I am posting this in the correct place? However, as stated in the title, I need a budget from a completed screenplay, I will be able then to get funding. I need this person to be able to do this on spec, I will offer whatever guarantee or contract needed to offer payment upon funding. The script and coverage will speak for itself.
