I want to write a script for a japanese manga called One piece, but um just curious about whether you just write or are there like auditions for the appropriate script for that genre. If lets say you write a script for a marvel superhero, do i have to got marvel studios or i can just pitch it????# I am greatly perplexed
If you've been hired to write an animated screenplay, you first if all have to get specific details as in the case of the Japanese Mangas. Does your client(s) require SFx? Basically, you should write a standard script but if you have doubts on the format your client(s) might want, I advice you ask them to give you the script specifics. So far, I think it depends on your engagement and how you see feel the storyline/treatment.

Don't waste your time unless you have the appropriate green light from the owner the franchise. And unless you are a known writer they will almost certainly say No. Write your own story dude.
You can't pitch a script containing someone else's IP. If you want to write a script containing some else's IP just so you can practice and improve your own writing? Knock yourself out but know that you can't do anything with it, so effectively, it's a waste of time. You should concentrate on spending your time creating your own content.
