I am a new writer who looking for an agent. I posted a job advertisement and a person messaged me with there number. I called him up. He said that he is an agent. I pitched my movie to him and he asks me how much I'm willing to invest in getting my movie "Idea" script out there into film festivals and marketing per month. He suggested 350 a month and said it may take up to a year to sell my script and wanted me to e-mail it to him with the first payment and he will push my script.
Don't agents work for free? Don't they get a cut if they sell it?
Am I being duped hear or is this a normal thing?

Duped. No legitimate agent or manager charges upfront, ESPECIALLY without even having read the script. Also, you might want to proofread your post for typos and grammar. My suggestion is this: write and rewrite your script until it is as good as you can possibly make it. Then pick 5 of the top screenwriting competitions (the ones that offer feedback -- go to Moviebytes.com) and submit it to all of them. While waiting for the results, start your next script. Do not submit a script to the industry until it is consistently making at LEAST the quarterfinals of those competitions. This will prevent you from submitting a substandard script that makes you look bad as a writer. Good luck.

They take a fee once the work is done. The idea is that they work to get you the most so they get the most.
If you are hiring a marketing person that is a different matter. But they are not agents.
Do the work yourself. Festival representation my ass. Go to the festival. You’ll make connections and that will benefit you life long.
